LETTER OF THE VATICAN SECRETARY OF STATE TO THE ARCHBISHOP OF HANOI

Your Excellency,

As you can imagine, the Secretary of State has closely and attentively followed events of these last few days in Hanoi, related to the tensions which exist for a long time between your archdiocese and the public authorities in connection with the rights of ownership and usage of the building adjoining to the archdiocesan office, which for many years accommodated the Apostolic Delegation in Vietnam.

I am full of admiration for the feelings of great devotion and deep attachment to the Church and the Holy See shown by thousands of faithful who, day after day, gather peacefully to pray in front of this building, which has become a symbol, to request the responsible civic offices to take charge of the needs of the Catholic community.

But on the other hand, the fact that these demonstrations are continuing, cannot but be a cause of concern because, as it often occurs in similar cases, there exists a real danger that the situation might get out of hand and degenerate into demonstrations of verbal or even physical violence.

This is why on behalf of the Holy Father, who is constantly informed of the evolving situation, I kindly request you to intervene so that acts which might trouble the public order be avoided, and that things may get back to normal. It will be thus possible to resume the dialogue with the authorities in a calmer climate to find an appropriate solution to this delicate problem.

I can assure you that, as it has always done before, the Holy See for its part will not fail to explain to the government of your country the legitimate aspirations of Vietnamese Catholics.

While thanking you for your collaboration and assuring you of my prayer, I ask your Excellency to accept the expression of my cordial and devoted sentiments.

Comme vous pouvez le penser, le Secrétairerie d'État suit avec une grande attention et sollicitude les événements de ces derniers jours, à Hanoi, liés aux tensions qui existent depuis longtemps entre votre Archidiocèse et les Autorités communales à propos des droits de propriété et d'usufruit de l'édifice jouxtant l'évêché et qui, pendant de nombreuses années, a accueilli la Délégation apostolique au Viêt-Nam.

Je suis rempli d'admiration devant les sentiments de fervent dévotion et l'attachement profound à l'Église et au Saint Siège manifestés par des milliers de fidèles qui, jour après jour, se rassemblent pacifiquement pour prier devant ce bâtiment, devenu symbolique, afin de demander aux Responsables civils de prendre en compte les nécessités de la communauté catholique.

Mais d'autre part, le fait que de telles manifestations continuent ne peut que susciter quelque préoccupation, car, comme cela arrive fréquemment en des cas similaires, il existe un danger réel que la situation échappe au contrôle, et qu'elle puisse dégénérer en manifestations de violence verbale ou même physique.

C'est pourquoi, au nom du Saint Père, qui est constamment informé de l'évolution de la situation, je vous demande de bien vouloir intervenir, afin que soient évités des gestes qui pourraient troubler l'ordre public et que l'on revienne à la normalité. Il sera ainsi possible, dans un climat plus serein, de reprendre le dialogue avec les autorités, en vue de trouver une solution appropriée à ce délicat problème.

Je puis vous assurer que le Saint-Siège, pour sa part, comme il l'a toujours fait, ne manquera pas de se faire auprès du Gouvernement de votre pays l'interprète des légitimes aspirations des catholiques vietnamiens.
