TIỆP KHẮC (25-01-2008) --Theo nguồn tin iDNES, Chính phủ Tiệp (Czech) đang đưa ra một dự luật để dàn xếp vấn đề tranh chấp đất đai giữa nhà nước và các giáo hội. Vì không thể trả lại một số tài sản đã bị tịch thu trong thời Cộng sản, hiện này chính phủ Tiệp đang nợ các giáo hội 83 tỷ bảng koruna ($468 triệu USD). Để đền bù việc thu dùng các tài sản này trong 60 qua, chính phủ đã đồng ý sẽ trả cả vốn lẫn lời, tức là 267 tỷ bảng koruna (1.5 tỷ USD).

Nếu dự luật này được Quốc hội phê chuẩn và Tổng thống ký, nó sẽ có hiệu lực vào năm 2009. Ông Vaclav Jehlicka, thuộc đảng KDU-CSL, Bộ trưởng Bộ văn hóa, cho biết những nghĩ sĩ trong nhóm đối lập sẽ ủng hộ dự luật này nếu nó được dựa vào sự thỏa thuận giữa Ủy ban chính phủ và các đại diện của 17 tôn giáo mà chính phủ đang tài trợ. Tuy nhiên, một số nghĩ sĩ khác thuộc đảng ODS đang chống đối vì họ nghĩ số tiền này quá lớn. Họ đang đề nghị xửa đổi dự luật này.

Ngược lại, đại diện các giáo hội cho biết số tiền này đã là một sự nhượng bộ. ĐHY Miloslav Vlk, Thượng phụ Giáo hội Công Giáo Tiệp, cho biết thỏa thuận này có lợi nhiều cho chính phủ. Ngài còn nói những di sản của Giáo hội hiện này đang thu hút được nhiều khách du lịch, như thế mang lại rất nhiều tài chánh cho nền kinh tế quốc gia.

Bộ trưởng Jehlicka nói về lâu về dài thỏa thuận này sẽ tiết kiệm cho chính phủ, vì nó sẽ giúp trả lương cho các giáo sỹ thuộc các giáo hội mà chính phủ đang tài trợ. Trong tương lai lương khoản của các giáo sỹ sẽ gia tăng vì hiện nay con số giáo sỹ cũng đang gia tăng. Ngoài ra con số các giáo hội được đăng ký với chính phủ cũng sẽ gia tăng. Trong mấy năm qua, chính phủ đã phải chi ra khoảng một tỷ bảng koruna hàng năm để trả lương cho các giáo sỹ.

Các giáo hội đã đồng ý chia cho Giáo hội Công Giáo La mã 83% số tiền bồi thường trên. Phần còn lại sẽ được chia cho các giáo hội khác cũng như các tổ chức tôn giáo. Bộ trưởng Jehlicka nói, “Đây là mội nghĩa cử đẹp của Giáo hội Công giáo vì thực ra tỷ lệ tài sản của Giáo hội bị chính quyền Cộng Sản tịch thu cao hơn con số 83% đó.”

The government is to return one-third of the religious property confiscated by the Communist government in 1948, under a new resolution being discussed, iDNES.cz reports.

Under an agreement worked out between church and state officials, the government would also pay 267 billion Kč ($15 billion) over 60 years for the balance of property it holds, iDNES.cz reports.

Church and state officials have had a long-running dispute over the issue.

The present value of property that cannot be returned is 83 billion Kč, but with interest accruing over 60 years, the total returned will be more than three times that amount, iDNES.cz reports.

Much of the property in dispute can't be returned by the central government because it is owned by individual municipalities.

The government is expected to come out ahead in the deal because the current system of religious subsidie will gradually decrease, according to Culture Minister Václav Jehlička.

More than 80 percent of the money will go to the Roman Catholic Church, which is less than it is officially entitled to, Jehlička said.

St. Vitus Cathedral in Prague is not part of the agreement.The government's motion still has to be approved by the Parliament and Senate.

At the same time, St. Vitus cathedral, the country's crown jewel, may pay a symbolic fee of 500 crowns per month in return for security and maintenance costs covered by the government, under an agreement expected to be signed today, Pravo newspaper reports.

The court recently decided that the cathedral belongs to the government, but the church appealed the verdict. The case is to be discussed by a higher-level court again.

Visitors would not pay entrance fees, and the church would not be allowed to profit from the cathedral, under the new agreement.

The Czech government approved a bill on property settlement between the state and churches under which the state would pay 83 billion crowns to the churches over 60 years as compensation for their property nationalised in the past, the Government Office says on its website without giving any details.

With interests, the sum is to reach 267 billion crowns.

More details will be announced at a press conference this afternoon.

If the parliament passes the bill and the president signs it, it will take effect as of 2009.

Culture Minister Vaclav Jehlicka (junior governing Christian Democrats, KDU-CSL) said today he believed that some opposition deputies would support the bill that was drafted on the basis of the agreement achieved by the government commission with representatives of all 17 churches financed by the state.

However, some deputies from the senior government Civic Democrats (ODS) are opposed to the bill since they view the final sum as too high. It is therefore possible that they will propose certain modifications to the bill.

On the contrary, church representatives view the sum as a compromise based on many concessions, especially on churches' part.

Cardinal Miloslav Vlk, the Czech Catholic Church primate, says the conditions of the settlement are mainly advantageous to the state. He pointed to the fact that church heritage had attracted many tourists to the Czech Republic which means that the churches had considerably contributed to the profits from tourism.

Jehlicka also said the state would save money in the long run because the amount of money the state would allot to churches in the future to cover the clergy wages would continue to grow.

The annual sum allotted to the churches in the past years was about one billion crowns. In addition, the number of clergy is growing and the number of registered churches is also expected to grow, Jehlicka said.

Jehlicka today rejected, like many other KDU-CSL leaders in the past, speculations that the KDU-CSL made its support for incumbent President Vaclav Klaus, the ODS's official presidential candidate, in the February elections conditional on the ODS'S support to the bill on the state-church property settlement in parliament.

Jehlicka said it was a mere coincidence that the bill was discussed in the period before the presidential elections.

The churches will only receive compensation for the property owned by the state and state organisations, but not by municipalities, regions or private persons.

The churches have decided that 83 percent of the compensation would go to the Roman Catholic Church and the rest to other churches and religious societies.

"It is a generous gesture from the Catholic Church because its share in the church property seized by the Communists was higher," the Culture Ministry said.
